If this is the same bug that I have been encountering, it occurs because
the http://localhost/meta-release file is not getting updated with the
correct url. For example the line

>Release-File: http://archive.ubuntu.com/ubuntu/dists/jaunty/Release

should be

>Release-File: http://old-
releases.ubuntu.com/ubuntu/dists/jaunty/Release

This is also true for 7.10 and 8.10

I created a copy of the file, modified it and dropped it on a local
server. It seems to be working okay now.

  Triaged

Bug description:
  Binary package hint: update-manager

  When a release is end-of-live it moves to old-releases.ubuntu.com

  Update-manager should be able to gracefully handle this. Here is what is required:
  1. when the sources.list points to old-releases.ubuntu.com check if the upgrade goes to archive.u.c or old-releases.u.c
  2. if the user is running a EOL release and has not swtiched the sources.list to old-releases.u.c detect that
  3. if the user is using a mirror that has dropped a older release but archive.u.c still has it, switch to archive.u.c
