This is a feature, not a bug. See the option --force-confmiss to force
dpkg to reinstall configuration files that you removed.

Title:
  dpkg is not reinstalling some configuration files properly

Status in “dpkg” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: dpkg

  I was trying to solve some problem on GDM and I deleted the file /etc/gdm/gdm.schemes
  Afterwards I reinstall the gdm package with:
  # aptitude reinstall gdm

  but the file, witch is actually inside the deb package is not reinstalled. It only works if I type:
  # dpkg -x /var/cache/apt/archives/gdm_2.30.0-0ubuntu5_i386.deb /

  I tried with:
  # apt-get install gdm --reinstall

  and this didn't place the file in the right place.

  If this happen with other packages too, that's a very serious bug.
  Aptitude or dpkg must decompress all the files in the package
  properly.
