  convert rpcbind to Upstart

Status in “nfs-utils” package in Ubuntu:

Status in “rpcbind” package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: rpcbind

  In order to support NFS mounts over IPv6, we need to convert rpcbind
  to Upstart so that it can be coinstallable with nfs-common again.

  I've made a tentative start at this.
