Bug description:
  Binary package hint: dpkg

  I performed an upgrade from 8.04 LTS to 10.04 LTS and postgres failed
  to upgrade because it was already installed.  It appears that the
  entire version upgrade was cancelled, but I have not rebooted yet to
  confirm that.
