[Bug 809065] [NEW] update-notifier "check for updates" prompts for password

Public bug reported:

When you right click on update-notifier and select check for updates, it
prompts for a password for "Synaptic Package Manager".  This behavior
was recently allowed in update-manager w/out a password.  We should do
the same here for consistency.
