Status in “debian-installer” package in Ubuntu:
  In Progress

Bug description:
  For the majority of our OMAP and OMAP4 reference devices, we aren't
  relying on vendor SPL in flash.  As a result, we need to publish the
  low-level boot tools in order for users to construct their own
  bootable images.  Currently, these are only included in the bundled
  boot.img files.
