Bug description:
  Binary package hint: update-manager

  This was a fresh install of Xubuntu 10.10 to test. Running Alt+F2,
  update-manager -d, shows the update manager, but no upgrade to be
  done. /etc/update-manager/release-upgrades has "Prompt=normal".
