[Bug 808221] [NEW] Whole computer unstable while installing apps

Everytime I install applications from ubuntu software centre, when it is
applying changes my whole computer becomes slow and unstable. Perhaps
there should be a limit to processor usage the Ubuntu Software Centre
uses. If the Ubuntu software centre can work well on my netbook, then
there's confidence that it will work on any other computer seamlessly.
