Thank you for reporting this problem.
We can not tell whether this is a universal problem or not, software center 1.0.3 (the version you're using) was the first version released of the software center, there have been lots of improvements since then, on natty, the latest stable release we have software center 4.0.3.
To check whether this is a universal problem or not, please list some software pages that will not load, and someone will check those pages in more recent versions of software center, and will decide whether this has been fixed or it's still a problem. If it's fixed, you could benefit from a software update (e.g. update to 10.04, a long term support release, more stable, and supported).
If it's not fixed in recent versions, based on the list you give us, we will do our best to investigate and fix the problems.

  There are a few software pages that will not load in the Software Center. Add/Remove Applications,

  I know the distribution is no longer receiving support, however this is a universal problem, yes?
