I'm on Natty now, and I'm not currently seeing this behavior. This is
likely due to the fact that there is no newer release available yet,
however, so check-new-release-gtk is not yet active.

Status in “update-manager” package in Ubuntu:

Bug description:
  Binary package hint: update-manager

  This concerns update-manager 1:0.142.23 in Ubuntu Maverick.

  An "Ubuntu 11.04 Upgrade Available" dialog window pops up. If I'm not
  around to click it away, then about a half hour later, another one
  pops up. Some time later, another window.

  I come back the next day, and see more than a dozen such windows
  littering my desktop.

  This may have to do with bug #784130, which appears to prevent the
  "Don't Upgrade" option from sticking.
