  package mangers freeze after downloading files

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  I am trying to upgrade an HP laptop running 8.10. Both update-manager
  and apt-get have been working just fine for quite a while. Recently,
  however, both update-manager and apt-get will download updated .deb
  files, but never install them. After downloading, I get no further
  output, and the files will never install. The same thing happens for
  the installation of new packages.

  Once the files are downloaded, I can successfully install them using
  dpkg or gdebi.

  I have also run "dpkg -a --configure" with no change in results.
