  update-manager doesn't actually install updates

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  I manually open update-manager, it shows a bunch of updates available,
  I hit "Install Updates", it asks me for my password, then stalls for
  about six seconds before ungreying, showing the same updates. It never
  does actually install the updates. apt-get upgrade works fine.

  It's kinda... impossible... to test this on a fully updated system, so
  no, I'm a bit short on the updates. Let me know if something changed
  recently that might fix this.

  update-manager also never starts on its own -- I have to manually
  start it. Let me know if this is a separate bug or not.
