Added package 'apt' as affected, merged another duplicate, changed title
and added tag. Hopefully, this bug gets more attention now.

  libqwt-dev 6.0.0-1ubuntu1 shows as upgradeable, upgrading does not
  satisfy upgrade. Synaptic and apt-get upgrade show same.
