Thanks for the report and sorry since the bug got unattended for some
time. It seems a problem of momentary connection. Please feel free to
change back to "new" if you see this issue again with newer versions of
update-manager.

Bug description:
  $do-release-upgrade

  Everything fine at the beginning, till downloading of natty packages.

  When the packages download has almost finalized I see that various
  packages cannot be downloaded (italian localization):

  do-release-upgrade makes various retries, but cannot download these
  packages.

  Actually the installation doesn't come to an end and the system is
  reverted to its original state

  However, those packages are in the ubuntu repositories.

  I have apt-cacher installed and running.

  During the do-release-upgrade, after the repositories change, I have:
