Title:
Karmic upgrade crashes because apport is not installed.

Status in “update-manager” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: update-manager-core

The update manager crashes when upgrading to karmic if apport is not installed.
The distro upgrade program should either check for apport and install it if it is not installed or not require it.
