For what its worth,  The command *does* do what the user asked.
sudo apt-add-repository ppa:awstools-dev/awstools </dev/null

will just do what you wanted.

This was virtually required in order to have backwards compatibility to
scripts that used this.

Status in “software-properties” package in Ubuntu:
  Invalid

Bug description:
  If apt-get or apt-add-repository don't have a tty and are being run
  non-interactively (e.g. through cloud-init), they will hang waiting
  for confirmation if the user doesn't specify -y.  Ideally they should
  either fail and log that the user must specify -y, or succeed without
  trying to grab the user's input.
