I cannot reproduce this issue, everythings works, then probably there's something on your system.
Please using Ubuntu software center, reinstall the package software-properties-gtk and refere if it is fixed or not.

  "Find Best Server" causes Software Sources to hang

Status in “software-properties” package in Ubuntu:
  Incomplete

Bug description:
  Steps to reproduce:

  1) Go into System Settings
  2) Software Sources
  3) Under the "Download From" dropbox, select "Other..."
  4) Click "Select Best Server"
  5) Search test will hang at about 50% completion (reproducible 100% for me)
  6) Cancel the search.
  7) Attempt to close Software Sources.  This will cause Software Sources to hang, requiring a Force Quit.

  This bug is reproducible 100% under Ubuntu 11.10, all updates
  installed as of Dec. 11/2011.
