When attempting to reproduce this issue on Natty, it installed fine here
without any problems. Could you please try to run "sudo apt-get update"
and see if you still have the same problem?

$ apt-cache policy libproj0
libproj0:
  Installed: 4.7.0-1
  Candidate: 4.7.0-1
  Version table:
 *** 4.7.0-1 0
        500 http://no.archive.ubuntu.com/ubuntu/ natty/universe i386 Packages
