discussion on IRC suggests this is due to incomplete langpack
publishing.  Colin is working on getting us integrity checking for
-updates pocket installability, but ubiquity should also be more robust
against this failure.

  I wanted to install the system in a new partition an wanted to use the
  old home folder. Installation crashed after installing the home folder
  and german language package.
