I hit this too. It seems it was caused by /var/run and /var/lock not
being migrated correctly. I followed the instructions at
http://kevindubois.com/blog/2011/10/14/solved-ubuntu-11-10-oneiric-
ocelot-upgrade-waiting-for-network-configuration/ and that fixed it.
