Title:
update-manager keeps thinking that package databases are old

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
I update on a regular basis. After switching to 11.10 from 10.04
(during beta) I noticed that the update-manager keeps showing the red
warning symbol that the package data is old. It is currently saying
that the package information was updated 46 days ago. This sometimes
disappears for a while directly after updating the package data, but
it always comes back. I also think it always points to the same time
  in the past.
