  currently active window is not always shown on top

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  After installing updates, the update manager window showed up on top
  of all my other open windows. I then hit alt-f4 to close it, but this
  closed a different window, firefox, instead of closing the update
  manager, even the the UM window was on top of FF. This behaviour is
  inconsistent with expected behaviour. The UM should either not obscure
  other windows at will, or make itself the current active window when
  it does that so that keystrokes will be sent to it.
