It happened during install, so I *guess* the package is ubiquity
(according to

Title:
  import user during install does not import users

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  I just installed 12.04 Alpha 1 (precise pangolin) onto an empty
  partition (sda7). The install discovered four users on my existing
  Ubuntu install (on sda5?), and asked whether it should import those
  four accounts. I selected to import all four accounts. The result is
  however, that no account at all was imported; no imported accounts in
  /etc/password. :-(

  FWIW: I used the same, old /home partition.
