Title:
  "New Partiton Table" option doesn't actually create a new partition
  table, despite warnings

Bug description:
  Doing a manual partitioning test of 64bit Oneiric Beta 1 on a 64bit
  VBox VM.

  When I choose to "Do something else" in the partition portion of the
  install, I am given the option to create a new partition table.  I
  click this option and get a dire warning box that says something to
  the effect of "This will create a new blank partition table and
  destroy any existing partitions. This can not be undone later. Click
  OK to continue".

  So I click OK, and get a manual partitioning screen with no
  partitions.

  So I create partitions that just happen to be the same size/location
  as my previous partitions.  I forget to check the format option and
  when I click Begin install, I get a new warning box that says:

  The filesystem on /dev/sda5 assigned to / has not been marked for
  formatting and that any system directories will be deleted during
  install.

  Now, if I click the Continue button, the next few status updates
  indicate that Ubiquity IS in fact deleting directories.  So where is
  it finding those directories?  I "thought" that selecting the un-
  recoverable New Partition option would have actually created new
  partitions.  Instead it seems to have done nothing, since my new
  partition scheme is the same as the old one.

  What did happen:

  A: My "New Partition Table" option didn't actually create a new table, it just re-used the old one, leaving the partitions intact.
  B: The New partitions I created were not automatically marked to be formatted.

  What should have happened:
  A: Selecting "New Partition Table" would create a new, blank partition table on the disk, rather than simply leave the old ones intact, even though my new partitions are the same size as the old ones.
  B: Any new partitions I create should be marked to be formatted by default. They are, after all, newly created partitions.
