Ubuntu is made up of packages/programs.

Launchpad is sorted by those packages/programs.

You filed a bug against 'ubuntu' which by itself isn't really a package
that will get looked at, the program that installs ubuntu is called
'ubiquity' and so I have moved this bug to be filed under the ubiquity
package so that some of the ubiquity developers and supporters can have
a look at your bug report and hopefully get it fixed.
