The offered cities aren't intended to always be the nation's capital;
they're simply representative cities chosen for each timezone in the
timezone database (/usr/share/zoneinfo/zone.tab).  This database is
maintained very competently by others, and I would rather not change it
just for Ubuntu.

Bug description:
  I might be a little bit picky, but Zurich is not the capital of
  Switzerland (and hopefully will never be). It is Bern, where also the
  seat of the Federal Assembly lies (see
  http://en.wikipedia.org/wiki/Bern). Maybe you can adjust this in the
  Ubuntu installer and the date/time setup.
