Title:
[GTK3] "Go Back" menu item is available when Back button is not

Status in “software-center” package in Ubuntu:
  Fix Committed

Bug description:
Occurs with: software-center-gtk3 trunk r2155, Ubuntu Ocelot
Does not occur with: software-center trunk r2155, Ubuntu Ocelot

Based on test case sc-007 <https://wiki.ubuntu.com/SoftwareCenter
  #navigation-back-forward>:

  1. Launch USC.
  2. Choose "View" > "Go Back" (or, if the "Go" menu has been implemented, "Go" > "Back").

  What happens:
  * The menu item is sensitive.
  * Choosing it makes the Forward button sensitive, but does nothing else.

  What should happen:
  * The menu item should not be sensitive.
  * It should not be possible for the Back menu item to be sensitive while the button is not, or vice versa.
