Bug description:
  Binary package hint: devscripts

  If the user try to apt-get update, they get this error.
  chdist should create the directory apt.conf.d

  $ rm -rf ~/.chdist/hardy

  $ chdist create hardy
  Now edit /home/forger/.chdist/hardy/etc/apt/sources.list
  Then run chdist apt-get hardy update

  $ chdist apt-get hardy update
  Reading package lists... Done
  W: Unable to read /home/forger/.chdist/hardy/etc/apt/apt.conf.d/ - FileExists (2: No such file or directory)

  (Editing the sources.list does not fix it)

  $ chdist apt-get hardy update
