  1. Start installing something.
  2. Choose to install something else (A).
  3. Choose to remove something else (B).
  4. Switch to "In Progress".
  
  What happens: A and B both say "Waiting".
  
- What should happen: A says "Waiting to install", and B says "Waiting to
- remove".
