[Bug 830778] [NEW] Reenable the serf backend

Public bug reported:

The serf backend was disabled in subversion 1.5.0dfsg1-1ubuntu2 because
serf was not in main.  Now that bug 410624 is fixed, we can turn it back
on.  It’s not yet the default backend, so for now this will only affect
users who configure it explicitly (it will become the default in
Subversion 1.8).
