  Reopening standalone .deb package offers "Reinstall", not "Remove"

Status in “software-center” package in Ubuntu:

Bug description:
  software-center-gtk3 trunk 2114, Ubuntu Ocelot

  1. Download a standalone .deb package, such as opera. http://www.opera.com/browser/download/
  2. Open the package in USC, and install it.
  3. Open the package again.

  What happens: This time, USC s screen has a "Reinstall" button.
  What should happen: It should have a "Remove" button instead.

  I don't know of any reason "Reinstall" would be more useful for a
  standalone .deb package than for any other installed package. If there
  is one, we can reconsider this. Otherwise, "Reinstall" is something we
  should offer as an advanced command eventually, but we should offer it
  for all packages, not just standalone ones.
