  grub-gfxpayload-lists but it is not installed

Bug description:
  Binary package hint: update-manager

  Caused by trying to update today - there's a HTTP 403 error when it
  tries to download grub-gfxpayload-lists, Synaptic reports a broken
  package, and nothing else will download either. Removing the broken
  package also tries to remove Grub, which I assume isn't advisable.
