Title:
  Distribution upgrade to 11.04 failed silently when directory has wrong
  permission

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Binary package hint: update-manager

  I tried to upgrade from 10.10 to 11.04 using update-manager started
  from the System menu.  I clicked "Upgrade" to bring up the release
  notes, and then clicked "Upgrade" again.  At this point I get the
  release notes window closes and I get back the previous window (the
  one when update manager first starts).  There was no indication of
  what has gone wrong (or even that anything had gone wrong).

  When I ran update-manager from command line, I see the following error
  message:

  SystemError: E:Archives directory /var/cache/apt/archives/partial is missing. - Acquire (13: Permission denied)

  Somehow my directory has the wrong permission.  That was easily fixed.

  The "bug" here is that the error message should be reported so the
  user can do something about it, and not just fail silently leaving the
  user waiting to see if anything is happening (though I could tell from
  ps that nothing was happening).
