Bug description:
  Binary package hint: bridge-utils

  $ ls -l /etc/network/if-pre-up.d/bridge 
  lrwxrwxrwx 1 root root 35 2009-07-25 08:04 /etc/network/if-pre-up.d/bridge -> /usr/share/bridge-utils/ifupdown.sh

  If /usr is a separate partition (on NFS, but possibly otherwise), it
  won't be mounted when the kernel initializes a network interface. In
  this case, /etc/network/if-pre-up.d/bridge then becomes a dangling
  symlink and the ifupdown script not run. wpasupplicant had a similar
  problem and solved this by putting its if-pre-up.d file in /etc.
