Bug description:
  Binary package hint: user-setup

  When performing an install, the user cannot proceed without entering a
  password.  This is the case both interactively and when a blank
  password has specifically been seeded for noninteractive installation.

  As in the normal case of events, the user will not want to install
  with a blank password, it makes sense to have a check that the
  password contains a value.  In order to support installation with a
  blank password, there should be a preseed value to specifically allow
  this use case.
