Since apt 0.8.16 ubuntu-keyring is a recommend again (how can this
happen?) and the error from the startpost appears again.

Bug description:
  I'm using Ubuntu 11.10 dev and wanted to upgrade apt to version
  0.8.15.4ubuntu1. I got at the configuring process the message "ERROR:
  Can't find the archive-keyring". I haven't ubuntu-keyring installed
  because it is no dependency. Installing ubuntu-keyring as a workaround
  will successfully configure apt.
