[Bug 822941] [NEW] Neither "Restart" nor "Shut Down" work in ubuntu-desktop installed from minimal system with root+normal user

Public bug reported:

Step 1: Install a minimal Ubuntu Natty system, with a root user and a
normal user.

Step 2: "apt-get install ubuntu-desktop"

Step 3: Log into freshly-installed Ubuntu desktop environment as the
normal user.

Step 4: Select "Restart" or "Shut Down" from the corner menu.

Step 5: Wonder if you had actually selected "Log Out," because all it
did was send you back to the login screen.
