Bug description:
  Binary package hint: update-manager

  If you're on a slow network connection, then downloading packages can
  take a long time, and you might want to do something else while Update
  Manager chugs away. But whenever it finishes a step, it insists on
  popping its window into the foreground, interrupting whatever you're
  doing. This behavior is confusing and annoying.

  If Update Manager is in the background but really wants to tell you
  something, it should use the notification area. Otherwise it should
  stay there patiently until the user chooses to interact with it.
