Yes, we know what you mean. But just to pick the most obvious thing that
would need solving first, any retailer would want to know how many
potential customers there are. iTunes has half a billion active users,
and some 125 million of them already have iTunes Store accounts. USC
would take a long while to get that number of potential customers.

Bug description:
  Young people without a credit card can't buy an app, for example,
  World Of Goo, if I can't have a credit card, I can't buy it. But I
  could buy a "Ubuntu Card" to use it with my ubuntu one account, and
  buy music, and apps. Cards with 15/20/50 €/$/¥ to buy apps/music
  without a credit card.

  I think we can get better support, and more buyers, if we can get
  this.
