The workaround for many of the users experiencing this problem was to switch the mirror used using the Software Sources(software-properties-gtk) tool.

Status in “update-manager” package in Ubuntu:
  Incomplete

Bug description:
  tried to upgrade using the "update manager" when it informed me an
  upgrade was available.

  I got this message:
  "After your package information was updated the essential package 'ubuntu-minimal' can not be found anymore.
  This indicates a serious error, please report this big against the 'update-manager' package and include the files in /varlog/dist-upgrade/ in the bug report
