I think pre-paid Ubuntu-specific cards are a long (long) way off. The
cost and logistics involved in getting those into circulation is likely
to be significant. If anyone knows of existing generic pre-pay type
systems out there which we could consider using but which don't
currently work with Ubuntu Pay, please post on this bug and we'll gladly
investigate.
As an aside, Paypal is progress.

Bug description:
Young people without a credit card can't buy an app, for example,
World Of Goo, if I can't have a credit card, I can't buy it. But I
could buy a "Ubuntu Card" to use it with my ubuntu one account, and
buy music, and apps. Cards with 15/20/50 €/$/¥ to buy apps/music
without a credit card.
I think we can get better support, and more buyers, if we can get
this.
