[Bug 820684] [NEW] avahi-daemon will stop but not start again if dbus is restarted

start on (filesystem
	  and started dbus)
stop on stopping dbus

The 'filesystem' event will not be emitted again, so if dbus is
restarted, avahi-daemon will stop when it stops, but not start again as
it will wait forever for filesystem.
