Is this still an issue? The only place I see apt-get dist-upgrade in the instructions is in the update-manager-text and it exits after displaying the instructions. Update-notifier and Update-manager do not seem to contain any more references to the apt-get dist-upgrade command, so can this bug be closed?

Bug description:
Binary package hint: update-manager
The update manager had a problem doing a dist-upgrade, a notice came
up saying to resolve this please type in a terminal "sudo apt-get
dist-upgrade" or something to that affect.
The problem here is that the update manager application still has a
lock on:
E: Could not get lock /var/lib/dpkg/lock - open (11 Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
the instructions need not to be a part of update-manager in some way
so that you can close it to perform the instructions. You would still
want the instructions open to be able to copy from them into your
terminal.
