Hi Paul,
Paper size for printing would be handled in CUPS configuration for each
printer you have. Keyboard layout is normallly handled by the lts.conf
option "XKBDLAYOUT" (see page 51 of the LTSP manual available at:
http://sourceforge.net/projects/ltsp/files/Docs-Admin-Guide/LTSPManual.pdf/download
)
