We see this on various machines -- the apm/acpi stuff is apparently not
able to fully power the machine off and the screen stays visible.  It looks
like it hung (which is bad), but that's not really the case.  Windows 2000
has a similar issue on a lot of hardware.

It would be nice if, when you press the power down button, ldm displayed a
"power down" popup -- that would make it clear what had happened.  This is
also how windows deals with it, putting up a "it's now safe to power off"
popup on the screen.
