Is local dev support enabled by default under Feisty?

No, refer to the Edubuntu handbook, which comes with edubuntu.

System->Administration->Users and Groups

Pick a user
Select properties
Select the "User Privileges" tab
Click on "Allow use of fuse filesystems..."
