pessulus will be able to lock down your own environment if you want
that, if you run it as a user you wont be able to set system keys, but
be able to modify your own gconf keys in an easier way than through
gconf-editor so i think it makes sense.

for the network tools, i dont see any harm in most of them if a normal
user has access to them, but i agree about the portscanning thats a bi t
much for a common user. it might be worth to start an upsteam discussion
via a whishlist bug at gnome.org
