Yes, filing bugs for problems is indeed the correct route to get them 
resolved. When you go to https://bugs.launchpad.net, you will see two 
red buttons on your right, one that says "Take a tour", and one that 
says "Report a bug".

 From there you will be able to mostly follow instructions on-screen. If 
you have good Internet access, you can also get some live assistance via 
the Edubuntu IRC channel, which is #edubuntu on irc.freenode.net.
