I don't use synaptic myself (and i'm not behind a proxy server which
requires authentication), but the standard form for indicating
user/pass for a proxy server is:
http://[[user][:pass]@]host[:port]/
so i think in synaptic, you'd choose Settings|Preferences, and then
the Network tab from that dialog, and put the username and password
into the "host" box, along with the proxy server's address. For
example, if your proxy server is proxy.foo, your username is bar, and
your password is qux, you would try:
bar:qux at proxy.foo
