alt+f7 bug on edubuntu dapper (which package to file bug report?)

On a recently installed Edubuntu Dapper system, 5 of 7 clients booted up to a console instead of an X log-in (2 went right to an X login).  Julius Bloch came to my rescue and told me I only needed to type alt-f7 to get to the X login.  I suggested we should file a bug report, but he pointed out that we don't know which package to file it on (ltsp? xorg? other?).

Please advise.
